The Republican Holocaust Averted?

'Herrenvolk' translates as 'Master Race'. Isn't it interesting that after so long pretending that Canada was the United States, in this episode, they go out of their way to make it clear that this is Canada? Even the license plate of the repair man's van tells us we are in Alberta. Surely no American kid would so disdainfully nudge a dying man with his foot the way those barbaric Canadian kids do?
We now know that the great conspiracy is about 'colonisation' and that the time is set. How they must have wanted to film this episode in Mexico! Think about it, the States is paranoid about alien invasion, which isn't likely to happen from north of the border. And, in the Great Democracy, how do you discuss the Master Race? There is no choice but to situate the events of this episode outside the States. And, as they're filming in Canada, well, problem solved.
One reason why the X Files is such a great show is it's ability to make us question long held truths and wonder about what is actually happening out there in the world. It is such a shame that a series that ostensibly seeks the truth shies away from that truth when it entails fingers pointed at self.
But, of course, this is the nature of truth. It's a fine thing to have about others; something to be avoided about oneself.
Mulder will never learn the truth because he never is willing to admit his involvement in that truth. Even when presented with the evidence he claims to seek, he cannot see what he is seeing. I am convinced that Scully resorts to her science not just because she is a scientist - she's also a Catholic! - but because she knows that Mulder couldn't take anything less than a purely scientific explanation. She tries on numerous occasions to tell him and every time he finds a way not to hear her.
In 'Oubliette' Scully is concerned about Mulder's connection to Lucy Householder. He checks her thoughts about seeing his sister in Lucy:

You don’t think I’ve thought of that? I have. And not everything I do, say, think, and feel goes back to my sister. You, of all people should realize that sometimes motivations for behavior can be more complex and mysterious than tracing them back to one single childhood experience.

Of course he's perfectly correct. Rationally. It need not be emphasized that Mulder only brings reason to bear when it suits his purpose.
The Syndicate is a 'Master Race', those who have chosen themselves to survive the coming holocaust.  So too is America's ruling class - the recent behaviour of the Republican Party demonstrates their utter contempt for the American people. Even if we accept that they have genuine concerns regarding 'Obamacare' the Republican Party had seven years in which to construct an alternative, yet, it has become blatantly obvious, no effort was made to do so. All their protestations aside, recent Republican shenanigans can only be seen as they really are: an effort to repeal that which bears the name 'Obama'.
The Master Race has no care for ordinary people, hence the Republican Party shows absolutely no concern whatsoever over the number of Americans who may die as a direct result of their machinations. As with the Syndicate, the Republican Party wields its power for its own satisfaction regardless of the bodies left by the wayside.
Back in the 1990s, however, this political atmosphere didn't appear to exist (cf. 'The Best Decade Ever? The 1990s, Obviously'). If Kurt Anderson is accurate in his portrayal of the 90s, from where came the X Files? Whence such suspicion of Government?
From two directions - guilt born out of a history littered with colonialism and near-genocide, as evidenced by the recurring appearance of Native Americans, and a foreshadowing of the future, the belief that something this good cannot last. Indeed, what is to come will be born in the time of plenty:

When the House and Senate passed by overwhelming bipartisan majorities and President Clinton signed the Financial Services Modernization Act of 1999, doing away with the firewalls between investment banks and commercial banks, the change seemed inevitable, sensible, modern — not a precursor of the 2008 Wall Street crash. (cf. Anderson, op. cit.)

Maybe the times were so optimistic it seemed too curmudgeonly to suggest the Master Race would arise out of the Senate, or maybe everyone would get the joke by suggesting it would come via Canada.  Or maybe, like Mulder himself, truth made a nice plaything just so long as it pointed out there.
